Performance Monitoring & Evaluation
ARD’s Monitoring & Evaluation systems are based on performance measurement that informs decision-making, tracks success, and ensures accountability to our clients and beneficiaries. Our M&E systems are based on the core principles of results-oriented management—tracking program activities though the logical linkages from activities to outputs, to outcomes, and through to impact.
ARD’s program development process positions performance measurement as a fundamental component of technical design, so quantifiable and verifiable results are in the forefront of our multi-disciplinary approaches. Performance-based monitoring is the key to adaptive management, consequently ensuring our programs have the flexibility to rapidly respond to changing operating environments.
Our key principal methodologies include the Results Framework (RF), Performance Monitoring Plans (PMP), Logical Frameworks, and Quality Assurance Surveillance Plans. As part of ARD’s Information & Knowledge Management unit, we strive to integrate targeting data collection and analysis with state-of-the-art information systems, including Geospatial Technologies. M&E systems start with staff in the field and project stakeholders, so ARD’s M&E systems stress participation, continual learning, and analysis at all levels. We strive to transfer M&E skills to stakeholders and partners so they can continue to measure performance after our programs have completed.
Professional M&E Technical Support throughout the Project Life Cycle
ARD’s M&E Team participates throughout the entire program life cycle and can provide services in the areas of:
- Program start-up, including secondary data meta analysis, M&E staff identification, and recruiting
- Mentoring and training of host country national M&E staff
- Supporting development of work plans
- Performance Monitoring Plan preparation from conception to approval
- Designing, managing, and analyzing baseline surveys
- Development of data collection, compilation, analysis, and reporting systems
- Skills training and technical assistance for partners
- Preparation of policies and procedures manuals
- Program expansion and systems upgrading
- Design and delivery of formative and summative evaluation
The M&E team also provides on-going technical support through project close-out to ensure continuity in systems and their quality, as well as provide final training to partners to continue to use results and impact measuring systems and tools.
State-of-the-Art Adaptable Tools
ARD has experience in the standard tools of monitoring and evaluation—large- and small-scale stratified and random surveys for baseline, formative and summative impact evaluation, linking lower level results to larger scale impacts in economic development, natural resources management, and governance.
ARD’s Performance Monitoring & Evaluation Team
While ARD has a dedicated team to support M&E, many of our technical staff have years of experience and receive continuing in-house training—M&E/IKM is one of our internal depositories of the skills, knowledge, and experience ARD has accumulated over the last three decades.
