We conduct analyses of local tax systems, user charges, capital investment and related federal and state assignments. • Policy and referendum support - GFG is accustomed to preparing information for the public and often provides expert testimony at public hearings. We produce materials that help clients explain the advantages and implications of projects and financing proposals.
  
• Liability management - As part of a liability-management strategy, GFG constructs models that monitor an issuer’s outstanding debt, looking for refunding opportunities. We perform bond sizing and structuring, bid analysis, TIC calculations and optimization of investment portfolios.
  
• Expert testimony - GFG will make special appearances to local governing boards, committee meetings, and public and judicial hearings on matters of public policy and finance. Typically, we are requested as experts to testify on annexation cases and debt issuance planning.
