ENGAGE IQC Technical Assistance

Anticorruption is a key component of governance reform. Encouraging Global Anticorruption and Good Governance Efforts (ENGAGE IQC) is a simple and efficient way for USAID missions and bureaus to access expertise in a wide variety of anticorruption topics. ARD strives to be the best value partner to USAID, based on our pragmatic, results-oriented, and cross-sectoral approach to anticorruption:

  • Pragmatic: ARD offers a context-specific strategic approach to combating corruption in each country where we work. ARD’s interventions are designed to realign incentives and achieve incremental administrative improvements.
  • Results-Oriented: ARD brings a rigorous, results-oriented approach to anticorruption projects with the goal of supporting USAID and host country counterparts achieve measurable improvements in transparency and accountability on all anticorruption activities.
  • Cross-Sectoral: ARD applies a cross-sectoral, multidisciplinary approach to anticorruption program design and implementation. ARD and its consortium members have experience fostering transparency and accountability in a broad range of technical areas such as artisanal diamond production in Africa, forest resources in Southeast Asia, and customs modernization in the Middle East.

ARD, Inc., provides a wide array of anticorruption services to USAID to strengthen public sector institutions, engage civil society in the fight against corruption, and enhance transparency and accountability in other program areas. ARD, its division DPK Consulting, and its consortium of partner firms together possess extensive experience in developing and strengthening systems, institutions, and practices for enhancing transparency and accountability.

Our approach is founded upon a strong track record of performance and extensive body of best practices culled from real-world experience in a range of sectors. ARD’s pragmatism and experience allow us to apply targeted expertise to address the root causes of corruption in the highest risk areas with greatest potential for development, thereby maximizing the benefits to poor and vulnerable populations. Additionally, we have learned that successful institutional reform requires implementers to carefully plan for and manage organizational and behavioral change. By integrating these approaches, we are able to balance the analytical demands of policy design with the operational requirements of program implementation.

Our Services under the ENGAGE IQC include support in three broad areas:

  • Public Sector: public financial, administrative and regulatory measures that promote transparency, accountability, and effective governance;
  • Civil Society: civil society advocacy on behalf of governmental integrity, implementation of anticorruption programs, and/or oversight of public functions and authorities;
  • Other Sectors: incorporation of anticorruption promotion into other sectoral/sub-sectoral areas, such as health and education, natural resource management, and corporate governance, or into key aspects of democracy promotion, such as rule of law, legislative oversight, or local government strengthening.
