What is the SUM II IQC?

“Making cities work” is an urban strategy for the developing world. Creating programs to improve living conditions in urban environments is an imposing challenge. The problems that face many governmental bodies include lack of revenue, guidelines, and technical expertise. From 1999 to 2004, USAID relied on the Sustainable Urban Management Indefinite Quantity Contract (SUM IQC) to focus on urban concerns and development. Under the original SUM IQC, USAID’s Office of Urban Programs provided technical assistance to missions and bureaus worldwide across a broad range of urban concerns. Challenges addressed included cross-cutting urban development issues in governance, finance and credit, service provision and shelter, and environmental management.Under SUM II IQC, the original IQC has been expanded with the addition of disaster preparedness and response as a technical service area and increasing programming focused on urban economic development and poverty reduction. Beginning in October 2004, SUM II task orders will address a broad spectrum of urban issues, from the household to the municipal to the national levels.


ARD is proud to lead one of the six consortia contracted by USAID to take on work under the SUM II IQC ($300 million ceiling).
