LESOTHO—MODERNIZATION OF LAND SERVICES AND INSTITUTIONAL STRENGTHENING
Current land administration systems in Lesotho are characterized by complicated workflows and a lack of sufficient personnel and equipment to manage and maintain records about land rights. The Government of Lesotho views the results of the inadequacies of the current land administration to include:
Development Challenge: Land Equity International (LEI) was awarded a 40-month contract for Modernization of Land Services and Institutional Strengthening—its second Lesotho contract in partnership with ARD, Inc. The objective of the Modernization of Land Services and Institutional Strengthening activity is to establish a system capable of capturing complete and reliable land tenure rights throughout the whole of Lesotho, starting in the urban and peri-urban areas. The activity will establish a new Land Administration Authority (LAA) that unifies cadastral and legal registry records. The core responsibility of LAA will be the registration of tenure rights and the related land registration and (boundary) mapping. The LAA is expected to operate as an autonomous and financially self sustainable organization oriented to customer service applying international best practices in the field of land administration. Approach: ARD, Inc., is providing local and international expertise related to organizational management. ARD’s long-term Deputy Team Leader provides technical and managerial leadership, as well as linkages to local key stakeholders and monitoring and evaluation expertise. Working closely with the Deputy Team Leader, ARD’s international Business Process Analyst tackles issues related to institutional strengthening, financial management, human resources management, and training all aimed at getting this new government entity established and ready for business. Outputs/Results: The project’s results are broken out by phase. For the initial design phase of the project, the end result is expected to be a blueprint for the LAA, which will define the organization’s strategy, business goals, and structure. During the follow-on building phase, the objective is to implement the LAA design resulting in a fully equipped and staffed organization. In the operational phase, the contractors are expected to provide support and technical assistance to the LAA and its management on a periodic basis including provision of on-the-job training. |
