DEVELOPMENT CHALLENGES
The Kingdom of Jordan is faced with a serious water shortage. This arid country’s surface water and groundwater is limited, insufficient to meet domestic, industrial and agricultural needs. By some estimates, Jordan runs the risk of exhausting its freshwater resources by the year 2020. Most pumping of groundwater occurs in the northeastern highlands of the Amman-Zarqa Basin (AZB). About half of this water is used for agriculture. Jordan’s water resource policies require that domestic water and groundwater use be given priority.

In 1999, USAID awarded ARD a 2-year Task Order in support of improved water resource management in Jordan. The focus of the Policy Implementation Program was to be the AZB and the middle Jordan Valley, with future plans to extend to other watersheds.

APPROACH
ARD assigned a team to work with three government agencies primarily concerned with water policy implementation (the Ministry of Water and Irrigation [MWI], the Water Authority of Jordan, and the Jordan Valley Authority). The goal of this team was to strengthen the institutional base for water quality and resource monitoring. The team’s focus included the following areas:

  • Support of improved water resources management;
  • Assistance in economics and management;
  • Wastewater re-use planning coordination;
  • Planning in wastewater re-use and engineering; and
  • Monitoring and analytical support for policy analysis and implementation.
RESULTS
Information systems activities included:
  • Developing and validating procedures and formats for data recording;
  • Training team members in data management and the use of global positioning systems (GPS);
  • Using GIS to support the rapid appraisal implementation and data analysis;
  • Integrating the rapid appraisal data with other data systems at MWI;
  • Evaluating aerial photographs, satellite images, and other spatial data sources to augment field-collected data;
  • Using GIS to develop treated wastewater re-use scenarios;
  • Assisting the MWI in the design and establishment of the organizations’ website; and
  • Providing classroom training on remote sensing and image processing software (with emphasis on applications for groundwater use).
