DEVELOPMENT CHALLENGES In many Asian countries, forests are important resources that contribute to economic development, government revenues, and the livelihoods of forest communities. Because forest resources are valuable and relatively easy to harvest, they are often the center of conflicts ranging from use rights disputes at the community level to armed conflict at all scales of severity. In some countries, illegally harvested timber has been sold to fund armed conflict or illicit activities. Forest conflicts are often asymmetrical, with powerful commercial/political interests or security forces seizing resources that are traditionally owned and managed at the community level. Forest-related conflicts often intensify in the aftermath of war and political upheaval when forest use rights become uncertain or unenforceable. Water resources are valuable and scarce in many Asian countries, creating conflicts between types of use and individual users.
APPROACH
Under this BIOFOR IQC Task Order, ARD assembled a team of specialists with skills in tropical forestry, community forest management, forest governance, water management, communications, and conflict resolution to work with staff of the Asia and Near East (ANE) Bureau and USAID missions in the Philippines, Cambodia, Sri Lanka, and Nepal to:
- Identify categories, causes, and scenarios of community-level forest and water conflict;
- Develop approaches to monitoring and managing these conflicts;
- Recommend how these approaches can be built into USAID country programming or the activities of partner organizations; and
- Communicate the nature and magnitude of natural resource conflict to host country governments, other donor organizations, NGOs, and the U.S. public and private sectors, particularly wood-based industries.
ARD’s approach to this task order was built on knowledge gained during the implementation of the Conflict Timber: Dimensions of the Problem in Asia and Africa BIOFOR task order that analyzed forest conflict in a broader political and economic context. In the Asian Forest Communities task order, ARD took an innovative approach to analyzing forest conflict by integrating a variety of disciplinary and stakeholder perspectives to provide a comprehensive view of the causes and potential solutions to these conflicts. We focused our analysis at the community level, hearing directly from the people most affected by forest conflict. We designed and implemented a complex public outreach program to communicate our findings to a broad group of stakeholders and build a broad base of support for addressing the issues that underlie forest conflict.
